This is the central list of things to address in the general XicTools.

New versioning:
Start a new sequence, 4.5.x
The xictools version tag, and Xic and WRspice versions will always be the
same.  A new tag applied to xictools will trigger new Xic and WRspice
packages.  This will occur whenever Xic or WRspice (or both) is ready for
release.  Start at 4.5.1.  When xictools tag changes, update new packages.
flatten into master.
The other tool will start with the minor advanced  4->5 but keep the
present release numbers.
If the other tools change, the tool release number will increment.
Upload new packages for the tool.
Do NOT merge into master.
Do NOT tag xictools.
