Description of issue

I am wondering if it would be acceptable to add a new formula that installs verus, specifically: verus, cargo-verus, and verus-analyzer. It seems like it satisfies all requirements but I am not sure.

Yes, it passes all requirements, but it makes more sense to add it as a formula, not as a cask
