Support resource labels for TES task

Nextflow should be able to provide by passing the resourceLabels to the tags property of the TES task.

Right now I have a lot of other things to focus on. Anyone from the community is welcome to contribute to it! Otherwise, I (or someone) will get around to it when we have time.
